The state of Iowa has several laws that take specific aim at regulating breeders and individuals who raise dogs for profit. These laws are designed to allow professional breeders who treat their animals well to prosper, while giving state authorities the ability to quickly react if any reports of animal abuse are received. Dog kennels are governed by many laws that protect both them and the animals they house.
House File 2280
House File 2280 was passed by the Iowa State House and Iowa State Senate in March of 2010. The file more clearly defined certain legal definitions used when dealing with kennel, breeder and dog laws in Iowa. Anyone breeding greyhounds is automatically considered a commercial breeder regardless of the number of dogs on the property. For breeders raising non-racing greyhounds, any breeder who has four or more breeding males and females is considered commercial by state law and must run the kennel in strict accordance with Iowa law. Those individuals are also open to random inspection from the State. The bill also requires more detailed records from pounds, breeders, kennels and auctions.
Iowa Code 162
Chapter 162 of the Iowa State Code outlines the majority of laws that govern and regulate the care of animals in commercial establishments. This code includes rules on getting registration and licenses for running an animal shelter, pound, or public auction. This code underlines the responsibilities of commercial breeders, as well. The code also outlines the powers of animal wardens, as well as penalties for individuals who are found in violation of the law. Specific outlines are established for the handling of abandoned animals, and for humane disposal of animals when necessary.
Iowa Code Chapter 717B
Chapter 717B of the Iowa Code outlines the specific legal definitions used in Iowa for animal abuse, animal neglect and animal cruelty. Under Iowa state law these three crimes can overlap, but the law entails detailed outlines explaining the differences among them. The law outlines in detail the potential civil and criminal punishments that can result, as well as the reimbursement the state owes the accused if they are found not guilty of any wrongdoing. The detailed rules in this section are the basis for charges of animal cruelty under any other part of the Iowa Code.
