A dog day care business will require a permit in North Carolina.
Operating a dog day care business from home requires several licenses and permits. The federal government requires you to have certain permissions, and the North Carolina state authority requires others. You may also need permission from local authorities governing the city or town you live in, and if the business requires renovation of your property, you may have to submit a rezoning application.
Federal Regulations
Register your business name through the U.S. Small Business Administration. You will be required to choose whether to register as a sole proprietorship, a partnership or a limited liability or other corporation. You will also have to register a "doing business as" or DBA name, which is the name under which the day care will operate. The legal name of your business is your full name, the last names of the partners or the registered name of your corporation. This is a federal requirement, although you must register the DBA name at the state level. In North Carolina, these forms must be filed at county register of deeds office in the county where you plan to conduct business.
State Regulations
North Carolina has a variety of general business licenses. The type of license you will need to operate a dog day care is a Private or Public Animal Shelter license or a Boarding Kennel license issued by the North Carolina Department of Agriculture and Consumer Services. You must also register at the state level for unemployment insurance and workers' compensation through the North Carolina Industrial Commission.
IRS Requirements
All businesses in North Carolina must register for a tax identification number in order to pay sales and use tax (seller's permit) and business taxes. If you are planning to employ staff, you will also need to register for an Employer Identification Number to be able to pay your employee taxes. Complete the necessary forms to register your dog day care business with the Internal Revenue Service.
Zoning
If your business requires you to do structural modifications to your home or facilities, you may need a zoning permit to approve these. Even if you plan to use the home as-is, a dog day care may affect your neighbors in terms of parking, sanitation and noise levels, so you will have to apply for a permit to conduct business at your home address. The local zoning authority in each city issues zoning permits. For example, in the city of Charlotte, North Carolina, you will need to contact the Charlotte Zoning Department to determine whether you need a zoning permit in that city.
